Rick Fowler - President/CEO

Rick Fowler has over 35 years of experience in engineering and construction and is a service connected disabled armed forces veteran (Vietnam). He is president of Fowler Construction -- a contracting firm that specializes in structural concrete for public utilties including electrical generation plants (conventional and photovoltaic), water and sewer treatment facilities and pump stations.

Rick began his career in 1970 working for Civil Engineer Glen Henderson and later as a construction superintendent with T. B. Penick. He formed his own company in 1987 and has completed numerous projects for municipal governments, public utilities, the State of California and the Federal government including DoD.

He holds California Engineering (A), General (B) and Hazardous Materials licenses and is qualified as a Small Business and DVBE.

Linda Strand - Executive Vice President

Linda Strand has over 25 years experience in environmental and natural resource management with a strong background in business relationships and development. She is also president and co-founder of Independent Energy Solutions (IES), a leading design/build supplier of photovoltaic systems.

Ms. Strand has developed projects ranging from complex, remote off-grid hybrid electric generation plants to building integrated on-grid photovoltaic systems for a variety of customers including business, residential, military, municipal and public utilities.

She holds a Bachelor of Science degree in Natural Resource Management from California State University, Sacramento.
